Skidmore Policy on Network Access and Use
Approved November 26, 2001 by the Information Resource Council
Revised February 1, 2002

Technology resources provided by the College are made available to students, faculty, staff and approved guests primarily as tools for enhancing and facilitating teaching, learning, scholarly research, and administrative activities. The College encourages the use of these resources for these primary activities. The use of technology resources provided by the College for endeavors not directly related to enhancing and facilitating teaching, learning, scholarly research and administrative activities should be considered as secondary activities. Should such secondary activities in any way interfere with primary activities, they may be terminated.

Technology resources of the College are shared among the entire College community. Everyone using those resources should be considerate of the needs of others and be certain that nothing is done to impede anyone else's ability to use these resources. This is especially true of the College's network infrastructure, which is a finite resource that is shared by all members of the College. To ensure that individual (or group) use of the network does not obstruct usage or deny access to others as well as to ensure the integrity and security of the network, the College has adopted the following policies:

- All students, faculty and staff members who wish to run personal servers (with the exception of shared desktop folders) will need to register those servers with the Center for Information Technology Resources (IT). This registration will allow IT to manage the network traffic as well as to protect the overall security of the network. This applies to all types of servers (including web and ftp). The College reserves the right to disallow certain types of personal servers (such as DHCP, BootP, NAT, mail, DNS, etc.) as well as to prohibit servers on certain segments of the campus network. Registration may include the ability to have a static IP, entry in the DNS as well as enable IT to notify server administrators of known security flaws with the software they are using. Individuals who run file servers that are not registered with IT will have their network access removed until such a time as their servers are registered. To register your server, or to receive more information on registration, please send an email message to our Network Administrator at "network@skidmore.edu".

- No individual or group may consume more than a reasonable share of network bandwidth as doing so may adversely affect the ability of others to use the network. Should any individual or group consume an excessive amount of bandwidth IT will first work with them to ensure that their computer is operating properly (that is, that such use is not inadvertent). Should IT be unable to contact the individual, or should the individual not decrease their use after meeting with the IT staff, the individual will have their network access removed until such a time as they demonstrate that they will not consume excess amounts of bandwidth.

- We recognize that some residential students utilize outside Internet Service Providers to obtain network access and that, in some cases, these students make use of both the College network as well as the outside network. In order to maintain the security and stability of the College network, the College network can not be bridged with an outside network. Should IT become aware of such bridging, the connection to the College network will be removed until such a time as the bridging hardware or software is removed or terminated.

The College seeks to give its efforts to the enhancement of technology resources and not the policing of the use of those resources. Engaging in any activity that violates or is prohibited by these policies can result in the loss of access privileges. If such activities also violate the College's academic honor codes, local, state, or federal laws they may be referred to the appropriate campus committee for resolution.

If you suspect any violations of these policies, please contact the Chief Technology Officer at (518) 580-5930.
